About this opportunity
The Beaufort-Jasper Water & Sewer Authority (BJWSA) is requesting bids for construction of three low water crossings over an existing 24-inch effluent pipeline as part of the Great Swamp Effluent Management System Access Road Improvements, with bids due June 23, 2026 at 2:00 p.m. EDT via electronic submission. An optional pre-bid conference is scheduled for June 2, 2026 at 1:00 p.m. EDT at BJWSA's office in Okatie, South Carolina. This is a South Carolina project.
The scope consists of approximately 95 linear feet of partial concrete encasement per crossing and placement of precast tied articulated concrete mats (1,500–3,050 square feet per crossing) with a 40-foot mid-section that lowers road grade to improve hydraulic conveyance and sloped transition sections. Work is located in Jasper County near Independence Boulevard and Argent Boulevard in Hardeeville. The design plans specify FLEXAMAT 10 NW armoring materials, minimum 10-inch crushed stone base layers (7.5 inches over concrete-encased pipe), concrete with minimum 4,000 PSI compressive strength, and compliance with ACI 318-14 standards and the 2021 South Carolina Building Code. Contractors must field-verify dimensions and pipeline locations prior to ordering materials and ensure an engineer or manufacturer's representative is onsite for installation start. All work within wetland areas must be performed on temporary mats.
Bids of $100,000 or more require a 5% bid bond and 100% performance and payment bonds. Substantial Completion is November 30, 2026, with liquidated damages of $500 per day for delays to that date and an additional $500 per day for failure to complete remaining work by December 31, 2026. Progress payments are made at 90% of completed work with retainage, increasing to 100% upon Substantial Completion. Contractors must submit a South Carolina State Contractor's License number, Experience Modifier Rate, Health and Safety Plan, Artificial Intelligence Use Attestation, and complete the SMWBE Good Faith Effort packet. Bids must remain valid for at least 60 days from submission. Questions are due June 15, 2026 at 4:00 p.m. EDT; good faith effort written notices are due June 8, 2026. Award goes to the responsive and responsible bidder with the lowest total cost.
