The scope covers annual on-site preventative maintenance by certified Schneider Electric technicians on 1,159 BMS devices including network controllers, switches, field controllers, variable air volume box controllers, and fan coil unit controllers; monthly on-site visits with a maximum of 8 hours per visit for site-defined problems; database protection with annual backups and off-site storage; system software upgrades at least once annually; priority telephone assistance; and on-site training for hospital personnel. The contract term is one year effective November 15, 2026 through November 14, 2027, with the State retaining the option to extend for two additional one-year periods at its sole discretion. Vendors must submit pricing for Year 1 annual costs and optional pricing for Years 2 and 3, with all labor, parts, travel expenses, and professional services included. The successful vendor will register with the Statewide E-Procurement Service within two business days of award and will be assessed a transaction fee of 1.75% on all purchase order amounts excluding sales taxes.

Compliance with E-Verify requirements under North Carolina law and certifications are mandatory. Vendor standard agreements may be incorporated if submitted with the response and approved following legal review, provided they do not materially change the State's specified terms regarding audit rights, jurisdiction, choice of law, intellectual property indemnification, and liability limitations.
