About this opportunity

The City of Frisco, Texas, in Collin County, is soliciting bids for Christmas Lighting and Decoration Installation services through a Best Value Bid procurement process. The scope of work includes installation of pre-lit garland and pole-mounted snowflakes on forty Sternberg light poles along Main Street, as well as lighting installation on approximately seventy trees (6"-8" caliper Chinkapin oaks and Princeton elms) on both sides of Main Street from First Street to North County. The garland consists of 15-foot pole wrap kits with 30 C7 warm white LEDs, and snowflakes are 3-foot Winterfest models with 48 C7 LED lamps, with vendors having the option to supply and install tree lights or provide installation-only services using an estimated 50 feet of warm white LED 5mm conical lights per tree. Installation must be completed by November 16, 2026, with vendor availability required for testing and troubleshooting through November 19, 2026, and removal must occur after January 9, 2027 but no later than January 16, 2027. Bids are due on April 9, 2026, at 2:00 PM Central Time, with virtual bid opening at 2:05 PM. Evaluation criteria are weighted as follows: pricing at 50 percent (dominant criterion), references at 30 percent, and services provided/staffing at 20 percent. Bidders must submit detailed labor pricing for individual line items, unit pricing for additional services, and hourly rates for supplemental work, and must demonstrate minimum qualifications including three professional references for similar Christmas light-mounting projects completed within the past three years with supporting photographs.

Contractors must maintain general liability insurance with a minimum of $2 million per occurrence and $4 million aggregate, along with statutory workers compensation insurance. The City of Frisco is exempt from federal and state taxes, and therefore taxes must not be included in bid pricing. The successful bidder will be responsible for pickup and return of City-owned materials from storage at City Hall and assumes liability for any damage caused by mishandling during the contract term. The solicitation does not identify any set-aside designations, disadvantaged enterprise restrictions, incumbent vendors, or budget ranges. The contract term is one year with four optional one-year renewals available at mutual agreement, and the City reserves the right to award the contract to multiple vendors designated on a Primary, Secondary, and Tertiary basis to ensure service flexibility and continuity during the holiday season.
