About this opportunity
The City of Cheyenne, Wyoming is requesting bids for roadway and bridge approach repairs on Christensen Road to address settlement issues under IFB S-23-26, with bids due June 25, 2026 at 2:00 p.m. and a non-mandatory pre-bid meeting scheduled for June 8, 2026 at 9:00 a.m. via Zoom. Wyoming resident contractors certified by the Wyoming Department of Workforce Services receive a 5% preference if their bid does not exceed the lowest nonresident bid by more than 5%; resident contractors may not subcontract more than 30% of work to nonresident contractors. Wyoming labor must be employed unless the contractor certifies with the state workforce center at least eleven calendar days before work commences that qualified Wyoming laborers are unavailable.
The scope includes traffic management, demolition and removal of existing roadway features, excavation and reconstruction of the roadway section (685.84 linear feet from station 21+33.77 to 28+19.61), paving operations, drainage structure adjustments, concrete improvements, and guardrail and bridge-related repairs. Estimated quantities include removal of 510 square yards of surfacing, 530 square yards of crushed base, 1,030 square yards of plant mix bituminous pavement (505 and 525 square yards in two grades), 555 square feet of new concrete sidewalk, 115 linear feet of combined curb and gutter, 205 square yards of unclassified excavation, 102 linear feet of reset box beam guardrail, and 300 hours of flagging. Plant mix bituminous pavement must use PG 64-22 asphalt binder with specified aggregate and achieve minimum density of 92% of theoretical maximum for new construction and 94% for patching. All work must be completed within 35 consecutive working days from traffic diversion.
The estimated Notice to Proceed date is August 3, 2026, with final project completion required by November 30, 2026. Bidders must submit a 5% bid guarantee (bid bond or cashier's check) and a performance and payment bond equal to 100% of the accepted bid amount, with bonds maintained for two years following substantial completion. The City will withhold 5% retainage from all payments throughout the contract term. Liquidated damages apply at a daily rate ranging from $250 to $3,500 depending on contract amount for work remaining incomplete after the specified completion date. Questions are due June 12, 2026 at 5:00 p.m., and addendum responses are due June 16, 2026 at 5:00 p.m. Contract award is subject to City Council approval, scheduled for July 27, 2026.
