About this opportunity

The California Highway Patrol (CHP) Uniformed Hiring Section is issuing an Invitation for Bids (IFB) for comprehensive urine toxicology services, seeking a single qualified contractor to provide drug testing support. The procurement will cover specimen collection coordination, laboratory analysis using initial immunoassay screening and confirmatory gas chromatography/mass spectrometry (GC/MS) testing, along with chain of custody procedures, specimen storage, retention, and expert witness testimony for appeals. Testing will specifically target five drug classes: amphetamines/methamphetamines, cocaine, marijuana/cannabinoids, opiates, and phencyclidine, with collection points distributed throughout California. Interested contractors must submit written questions by January 2, 2026, at 5:00 p.m., with final bids due January 12, 2026, at 12:00 p.m. Qualified bidders must demonstrate at least three years of relevant experience within the past five years, maintain sound business integrity, pass background checks, and provide proof of liability insurance. The contract is anticipated to be effective from May 1, 2026, through April 30, 2029, with potential extensions contingent on satisfactory performance and funding availability.

While the Disabled Veteran Business Enterprise (DVBE) participation requirement has been waived, bidders utilizing DVBE subcontractors remain eligible for incentive consideration. Small/micro business and non-small business subcontractor preferences of up to five percent are available. Contractors must be certified by SAMHSA or the College of American Pathologists and maintain comprehensive general liability insurance of at least $1,000,000 per occurrence. The estimated budget for the three-year contract term is $90,000, based on an anticipated 2,500 specimens, though the CHP makes no firm commitment to the actual quantity of services required. Payment will be processed in arrears for satisfactorily rendered services. Contractors must comply with all applicable state and federal regulations, including chain of custody procedures aligned with SAMHSA guidelines. The procurement allows for flexible pricing, with rates to be submitted on a per-specimen basis, offering potential opportunities for competitive bidding across various vendor sizes and capabilities.
