About this opportunity

The California Department of Motor Vehicles (DMV) is issuing an Invitation for Bid (IFB) for comprehensive mail presort services to be provided at multiple DMV locations in Sacramento, with services commencing June 1, 2026, or upon contract approval, continuing through May 31, 2029. The procurement seeks a single contractor to handle two separate mail workloads: CLPI Mail Sorting Workloads (Ground Advantage vehicle license plates estimated at 1,500,000 pieces and Comingled Presorted First Class Permit mail estimated at 4,500,000 pieces over three years) and Letter Mail Workloads (presorted pre-metered first class mail from the Production Mail Center estimated at 300,000,000 pieces and Office Mail Processing Unit estimated at 10,000,000 pieces for a combined three-year estimate of 310,000,000 pieces). Required qualifications include possession of a secured facility with minimum 3,000 square feet located within 30 miles of DMV Mail Operations Unit, three years of active business history, three government or private enterprise references demonstrating similar mail workload experience, valid USPS permits and CASS certification with NCOALink/MPE technology, evidence of processing 300,000+ pieces daily for the previous 12 months, authorization under USPS Mail Anywhere program, valid California Motor Carrier Permit, and a $300,000 performance bond. The contractor must maintain comprehensive insurance including $1,000,000 commercial general liability, $1,000,000 automobile liability, $300,000 cargo liability, $1,000,000 crime insurance, and statutory workers compensation. Pricing is submitted on a per-1,000-pieces-processed basis with volume discounts, and the contractor must establish a postage security deposit to be invoiced monthly in arrears and returned upon contract termination. The bid submission deadline is March 24, 2026, by 11:59 p.m. via email only, with bid opening on March 25, 2026, at 10:00 a.m., written questions due by March 10, 2026, at 10:00 a.m., and responses released by March 17, 2026. Evaluation will be based on the lowest responsive responsible bid with no requirement to award if bids are deemed unreasonable.

There are no specific set-aside designations restricting organizational types; however, a DVBE (Disabled Veteran Business Enterprise) participation incentive of 3-5% is available depending on participation level. No incumbent vendors or current contractors are identified in the solicitation materials. The procurement requires integration with existing USPS infrastructure and adherence to USPS Mail Anywhere program requirements, CASS certification standards, and NCOALink/MPE technology compatibility. The DMV reserves the right to reject all bids and may assess liquidated damages of $500 per late delivery occurrence or $50 per day for failure to perform on required working days. Payment follows the California Prompt Payment Act. While no specific award value or budget range is provided in the solicitation, pricing is based on volume of mail pieces processed, with the estimated three-year volume of approximately 315,500,000 total pieces providing an indication of contract scope and potential value.
