About this opportunity
The California Highway Patrol (CHP) Southern Division is soliciting bids through an Invitation for Bids (IFB) for weapons firing range services to support its Investigative Services Unit located at 437 North Vermont Avenue, Los Angeles, California. The procurement seeks a single contractor to provide use of an existing weapons firing range facility located within thirty miles of the specified address that can accommodate approximately 70 CHP uniformed personnel for quarterly shooting exercises and qualifications. The contractor must support firearms training involving 40 caliber pistols, tactical rifles (.223 caliber), and shotguns (00 buckshot), with eight scheduled shoots per year for each weapon type and one recommended night shoot annually. The contractor's primary qualifications must include ownership or management of an operational weapons firing range facility with adequate capacity, safety infrastructure, and restroom facilities. Key evaluation criteria include facility location proximity to the ISU office, range safety certifications and compliance standards, contractor experience with law enforcement training programs, insurance coverage adequacy, and the proposed per-shooter compensation rate. The IFB was released on March 19, 2026, with written questions due by March 26, 2026 at 1:00 p.m., bids due April 2, 2026 at 1:00 p.m., and bid opening scheduled for April 2, 2026 at 1:30 p.m. The anticipated contract term runs from July 1, 2026 through June 30, 2029, with potential CHP extension options thereafter, and no site walk-through will be conducted.
The CHP has waived the Disabled Veteran Business Enterprise (DVBE) participation requirement for this procurement; however, bidders may voluntarily claim optional DVBE incentives for potential bid adjustment consideration. Small and Micro Business Preferences and Non-Small Business Subcontractor Preferences are each available at up to 5% bid adjustment. Contractors must maintain Commercial General Liability coverage of at least $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability insurance of $1,000,000, and appropriate Workers' Compensation coverage. The contractor shall bear all operational costs including facility taxes, insurance, bonds, license and permit fees, and maintenance, with compensation provided at a rate per shooter determined upon contract award and payable in arrears following satisfactory service delivery and invoice approval. All expended brass ammunition shall be retained by the contractor as part of the service arrangement. The IFB does not identify an incumbent contractor or specify an award value or budget range, with the final compensation structure to be established through the competitive bidding process.
