About this opportunity
The California Department of Highway Patrol is requesting bids for annual roof maintenance services at the Santa Nella Platform Scales facility (northbound and southbound locations) on Interstate 5 in Gustine, Merced County, with bids due August 5, 2026, and a mandatory walk-through on July 15, 2026. Bidders must hold a valid Contractors State Licensing Board C-39 Roofing License and be registered with the Department of Industrial Relations, as this is classified as a public works project subject to prevailing wage requirements.
The scope encompasses debris removal, photographic documentation of roof deficiencies, interior inspection for water penetration and structural distress, exterior evaluation of roof covering continuity and condition of fascias, gutters, soffits, and flashings, removal of soil accumulations, assessment of flat roof membrane condition including blisters, ridges, splits, and open joints, walk-pad deterioration evaluation, and water-ponding assessment (ponding exceeding 1 inch depth more than 72 hours after rain). The contractor must immediately notify the CHP Facilities Coordinator of identified deficiencies.
The contract runs for three years from November 1, 2026, through October 31, 2029, with CHP retaining the right to extend. Pricing shall be submitted on a per-service annual cost basis for each location multiplied by three annual services over the contract term, serving as the basis for award. The DVBE participation requirement has been waived, though bidders may opt for DVBE participation and receive up to a 5% incentive. Small/micro business and nonprofit veteran service agency preferences of up to 5% are available, as is a non-small business subcontractor preference for firms committing to 25% small business subcontractor participation. Written questions are due July 24, 2026, at 10:00 a.m. Before agreement execution, the winning bidder must provide proof of liability insurance meeting specified requirements and pass a driver license check.
