About this opportunity

The California Department of Highway Patrol (CHP) has issued an Invitation for Bids (IFB) Number 25C370004 for HVAC Replacement Services at the Oakland Area office. The procurement involves removing five existing HVAC units and installing five new commercial grade American Standard Trane brand Energy Star rated HVAC units, complete with new thermostats, economizers, and a Pelican Control System. Contractors must possess a valid California Contractors State License Board (CSLB) C-20 Warm-Air Heating, Ventilating and Air-Conditioning Contractor license and be registered with the Department of Industrial Relations. A mandatory walk-through is scheduled for July 8, 2025, at 10:00 AM, with bids due on July 22, 2025. The proposed contract will run from September 1, 2025, through August 31, 2026, with potential extensions based on satisfactory performance and funding availability. Award will be made to the lowest responsive and responsible bidder, with evaluation focusing on meeting technical specifications, licensing requirements, and overall bid compliance.

The solicitation includes a mandatory 5% Disabled Veteran Business Enterprise (DVBE) participation requirement, with bidders eligible to receive a DVBE incentive. Insurance requirements are substantial, including $1,000,000 in Commercial General Liability and Automobile Liability coverage, with additional workers' compensation and employer's liability provisions. The contract is specifically targeted to contractors serving Alameda County and Alameda City jurisdictions, with funding subject to annual budget appropriations. The state reserves the right to cancel or amend the agreement if sufficient funds are not available. While no specific budget range is explicitly stated, the comprehensive nature of the HVAC replacement project suggests a significant investment in upgrading the CHP Oakland Area office's heating and cooling infrastructure. Potential bidders should carefully review the full IFB document and ensure complete compliance with all technical, licensing, and participation requirements.
