About this opportunity

The California Department of Highway Patrol (CHP) is requesting bids for generator maintenance services at the Mountain Pass Joint Point of Entry (JPOE) Commercial Vehicle Enforcement Facility in Nipton, San Bernardino County, with bids due November 11, 2026 at 11:00 a.m. Bidders must hold a valid California C-10 Electrical Contractor License and be registered with the Department of Industrial Relations — mandatory qualifications that filter eligibility.

Small business and micro-business preferences up to five percent, DVBE incentives, and Nonprofit Veteran Service Agency preferences apply during bid evaluation. Prevailing wage requirements under California Labor Code are mandatory.

The scope includes semi-annual facility inspections, 480-hour services, and load bank services. The contractor must verify the equipment list against facility conditions, remove all waste materials from the site, and coordinate replaced-part verification with the CHP onsite contact before removal.

The contract term runs March 1, 2027 through February 28, 2030, with potential extension at CHP's discretion subject to satisfactory performance and funding availability. Written questions are due November 4, 2026 at 9:00 a.m. A facility walk-through is recommended; interested parties must contact the Office Services Supervisor I at least 24 hours in advance. Bids will be opened immediately following the November 11 submission deadline at the CHP Business Services Section in Sacramento. Award will be made to the responsive and responsible bidder offering the lowest bid after adjustment for applicable preferences and incentives. Proof of liability insurance meeting specified requirements must be provided before contract execution.
