About this opportunity

The California Department of Highway Patrol is soliciting bids for landscaping services at its Madera Area Office under a Small Business set-aside, with bids due October 6, 2026 at 2:00 PM and a mandatory walk-through on September 14, 2026. Participation is limited to Department of General Services–certified Small Businesses, Micro Businesses, or Small Business Public Works firms — a hard eligibility gate.

The scope requires removal of approximately 9,500 square feet of turf grass and dead vegetation; conversion of the existing sprinkler system to commercial-grade drip irrigation; installation of decomposed granite and mulch ground covers; planting of 500 total plants (300 at 3.5-gallon size and 200 at 1.5-gallon size) consisting of California native and drought-resistant species; construction of a vegetated stormwater swale; and creation of a memorial feature near the flagpole. All work must comply with California Governor's Executive Orders N-10-21 and B-18-12 (low water-use landscape standards). The contractor must hold a valid California Contractors State Licensing Board C-27 Landscaping Contractor License and maintain current Department of Industrial Relations registration.

The contract term is November 1, 2026 through October 31, 2027, with work to be completed within 45 working days. Compensation is a lump-sum amount to be determined upon award, payable in arrears upon satisfactory completion and final inspection. A payment bond equal to 100 percent of contract value is required. The awardee must carry liability insurance meeting specified requirements, pass driver's license and fingerprint checks before facility access, and comply with prevailing wage requirements set by the Department of Industrial Relations. A two-year warranty on equipment and labor and a 90-day warranty on plants are required. Written questions are due September 21, 2026. The CHP reserves the right to extend the agreement term as necessary and will award to the lowest responsive and responsible bidder.
