About this opportunity

The Department of California Highway Patrol is soliciting bids under IFB 27C812000 for parking lot steam cleaning services at its Black Rock Platform Scales eastbound and westbound locations, with questions due November 10, 2026 and bids due November 17, 2026. The DVBE participation requirement is waived, but bidders using DVBE participation earn an evaluation incentive. Small/micro business, non-small business subcontractor, and Nonprofit Veteran Service Agency (NVSA) small business preferences of up to 5% each are also available.

Bidders must hold a valid California Contractors State License Board C-61/D-38 (Sand and Water Blasting Contractor) license and be registered with the California Department of Industrial Relations under Labor Code Section 1725.5. The project is a prevailing wage project subject to DIR oversight and compliance monitoring.

The scope covers parking lot steam cleaning at one eastbound location on Interstate 10 near Indio and one westbound location on Interstate 10 near Blythe, as detailed in Exhibit A. Bidders must price each location as a separate line item on the Bid Form (Attachment 2), with rates multiplied by six budget periods. Quoted rates must include labor, equipment, supplies, transportation, service call charges, inflation adjustments, and profit. The IFB states that the DVBE incentive is up to 5% or $100,000, whichever is less, and that the cumulative adjustment across all preferences and incentives cannot exceed $100,000.

CHP intends to award a single agreement to the lowest responsive and responsible bidder. The agreement term runs July 1, 2027 through June 30, 2030, with CHP reserving the right to extend as necessary, subject to satisfactory performance, funding availability, and possibly Department of General Services approval. The agreement is valid only if the Budget Act provides sufficient funding. Bid prices remain valid for 120 days and throughout the contract duration.

A site walkthrough can be arranged through the Area office listed in Exhibit A with 24 hours' advance notice. Bid opening occurs November 17, 2026 at 12:00 p.m., following a bid deadline of 11:30 a.m.
