The solicitation covers a wide range of services including rank ribbon replacements, "Honorably Retired" and "In Memoriam" ribbon replacements, joint/catch/pin repairs, Great Seal of California replacements, badge reshaping, re-enameling, and refinishing. Bidders must demonstrate at least three consecutive years of badge repair and ribbon replacement services within the past five years to qualify. The procurement timeline includes a bid release on June 27, 2025, with questions due by July 3, 2025, and final bids due by July 9, 2025. The proposed contract period runs from August 1, 2025, through June 30, 2026, with potential extensions based on satisfactory performance and funding availability. CHP will award the contract to the lowest responsive and responsible bidder, evaluating submissions based on compliance with qualification requirements and comprehensive service capabilities.
The solicitation initially included provisions for Disabled Veteran Business Enterprise (DVBE) participation, though the DVBE requirement has been waived for this specific contract. The total agreement amount is set at $50,000, with CHP making no commitment to a specific number of badge services and payment based on actual services rendered. Contractors must provide a certificate of insurance and comply with various state regulations, including security clearance and confidentiality requirements. Successful bidders will be expected to meet strict workmanship standards and demonstrate the ability to handle the technical specifications of badge repair and restoration. The procurement is open to all eligible firms and individuals meeting the outlined qualification criteria, with no specific restrictions on business size or type beyond the technical and experience requirements. The contract represents an opportunity for specialized badge repair service providers to work directly with the California Highway Patrol, offering a comprehensive service package for maintaining and restoring official law enforcement badges.
