About this opportunity
The California Military Department is seeking a contractor to perform Chorro Creek Pikeminnow Suppression Services at Camp San Luis Obispo, located at 10 Sonoma Ave, San Luis Obispo, CA. This Invitation for Bid (IFB) requires a qualified biologist with a valid NMFS 10(a)1(A) recovery permit to conduct comprehensive pikeminnow control efforts aimed at supporting South-central California Coast steelhead habitat restoration. The 12-month contract, slated to begin before September 30, 2025, involves specialized ecological services including electrofishing, angling, fish processing, and environmental DNA sampling. Bidders must submit a single lump sum quotation and complete five specific tasks: coordination meetings, pre-field work, field work, report preparation, and environmental documentation. All questions regarding the IFB must be submitted to bids@cmd.ca.gov no later than September 4, 2025, with the public bid opening scheduled for September 11, 2025, at 12:00 P.M. at the Office of the Adjutant General in Rancho Cordova.
The solicitation includes provisions for small business participation, offering a 5% bid preference to qualifying firms. Disabled Veteran Business Enterprise (DVBE) participation requirements have been waived due to time constraints. Bidders must comply with various state regulations, including drug-free workplace requirements, civil rights laws, and recycling certification. While a specific budget is not explicitly stated, the contract will be awarded to the lowest responsive and responsible bidder. Potential contractors must demonstrate comprehensive capabilities in biological research, specifically in pikeminnow population control and steelhead habitat restoration. The project does not require a mandatory site visit, but bidders must demonstrate technical expertise and permit qualifications. Interested parties must carefully review all documentation and ensure full compliance with the California Military Department's stringent procurement and environmental protection standards.
