About this opportunity

The State of California Military Department is requesting bids on Chorro Creek Pikeminnow Suppression Services at Camp San Luis Obispo under IFB, with bids due August 25, 2026 at 4:00 p.m. and questions due August 18, 2026 at 2:00 p.m. The Military Department has waived DVBE requirements but offers a 5% cost preference to non-small business bidders that commit to subcontracting at least 25% of their net bid price with certified small businesses.

The scope is suppression of invasive Sacramento pikeminnow populations across approximately three miles of Chorro Creek between Chorro Reservoir and the California Mens Colony Waste Water Treatment Plant within the Camp San Luis Obispo installation boundary over a 24-month period from September 2026 through September 2028. The contractor shall furnish all labor, equipment, materials, permits, and fees necessary to perform electrofishing, angling, fish processing, habitat typing, and related suppression activities to support recovery of the South-Central California Coast steelhead, a threatened species listed under the Endangered Species Act. The contractor must hold a California Contractors State License Board license and must self-perform work equivalent to at least 20% of the total contract value.

Award is based on the lowest responsive bid from a qualified, responsible bidder. The State seeks a single lump-sum bid inclusive of all contract costs. Insurance requirements are Commercial General Liability of not less than $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability of $1,000,000 per occurrence if applicable, and statutory Workers' Compensation with Employers' Liability limits of $1,000,000. The contract is subject to prevailing wage rates established at 85% of State salary and benefit costs for comparable state positions. Funding is contingent on Budget Act appropriations for each fiscal year. Bidders are not required to visit the worksite but may schedule a site visit by contacting Ash Erickson at bids@cmd.ca.gov. The bid opening will be held virtually on August 26, 2026 at 10:00 a.m. with an in-person attendance option.
