About this opportunity
The California Military Department is requesting bids on Chorro Creek Pikeminnow Suppression and Steelhead Monitoring services at Camp San Luis Obispo under IFB 40250, with proposals due September 17, 2026 at 2:00 p.m. and questions due September 9, 2026 at 2:00 p.m. A 5% small-business preference is available to certified small businesses; DVBE participation requirements have been waived due to time constraints, though DVBE subcontractor participation remains encouraged.
The work spans September 2026 through September 2028 and comprises electrofishing for Sacramento pikeminnow removal, passive integrated transponder tagging of up to 200 steelhead during the first year, opportunistic angling, habitat characterization, and comprehensive reporting to support endangered species recovery. The contractor must employ qualified biologists holding National Marine Fisheries Service Section 10(a)(1)(A) permits authorizing take of endangered or threatened species — a mandatory compliance gate.
Performance takes place at Camp San Luis Obispo in San Luis Obispo County. The Military Department seeks a single lump-sum bid inclusive of all labor, equipment, materials, permits, and fees. The prime contractor must self-perform work representing at least 20 percent of total contract value. Required insurance includes workers' compensation coverage, general liability of not less than $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability of $1,000,000 per occurrence if applicable. Award will be made to the lowest responsive bid from a qualified, responsible bidder. Contract is subject to annual appropriation and availability of state budget funds. Pre-field work meetings will occur at Camp San Luis Obispo no less than 30 days before initiating field operations. Virtual bid opening is scheduled for September 18, 2026 at 10:00 a.m. Questions are directed to Ash Erickson at Bids@cmd.ca.gov.
