About this opportunity
The Texas Department of Criminal Justice is soliciting bids under IFB 696-FD-27-B053 for the supply, cylinder rental, and transportation of chlorine and sulfur dioxide to multiple correctional units, with a pre-bid conference on November 5, 2026 at 10:00 a.m. CT and bids due November 30, 2026 at 3:00 p.m. CT through the Bonfire portal. Vendors with expected contract values of $100,000 or more must submit a State of Texas Subcontracting Plan. Where the agency has determined that subcontracting with Texas Comptroller-certified Veteran Heroes United in Business (VetHUB) vendors is probable, the plan is mandatory for bid responsiveness, with a uniform VetHUB goal of 3.00%. VetHUB status is not a selection criterion.
Scope covers 150-pound and one-ton cylinders of chlorine and sulfur dioxide, tank rental, and transportation to 16 units in counties including Anderson, Bee, Brazoria, Fort Bend, Grimes, Houston, Madison, and Walker. Products must meet specified purity limits of 99.5% minimum for chlorine and 99.90% minimum for sulfur dioxide, and cylinders must comply with U.S. DOT rules, Chlorine Institute repackaging guidance, and NFPA 55. The specifications reference PVS DX, Inc. part numbers or approved equal, and bidders may offer owner-approved equals. Contractors must provide monthly delivery schedules, respond to emergency deliveries within 48 hours, and assign a dedicated program manager. Required insurance includes $1,000,000 per occurrence commercial general liability, $2,000,000 aggregate, and environmental impairment/pollution liability of $1,000,000 per occurrence and $2,000,000 annual aggregate.
The Department anticipates multiple firm fixed-price contracts. The six-month base period runs February 1, 2027 through August 31, 2027, followed by four one-year renewal options through August 31, 2031. Bidders request annual price increases by February 1 using BLS Index WPU061303, and the Department retains discretion to approve, deny, or request decreases. Written questions are due November 10, 2026 at 3:00 p.m. CT, with responses due November 16, 2026 at 5:00 p.m. CT. Questions and VetHUB inquiries route to Ali Duke (alicia.duke@tdcj.texas.gov, 936-437-3826) and the Business Opportunity & VetHUB Program (hub@tdcj.texas.gov, 936-437-3775).
