About this opportunity
Washington County Health and Human Services - Behavioral Health: The Addictions Program is soliciting qualified childcare providers to deliver childcare services for dependent children aged 17 and younger whose parents are enrolled in residential, outpatient, or intensive outpatient substance use disorder or problem gambling treatment programs, with responses due October 9, 2026 at 4:00 p.m. and contractor selection scheduled for October 16, 2026.
Eligible providers must hold a current Oregon Health Authority license for substance use disorder outpatient treatment services and operate childcare programs on-site in Washington County, subject to state childcare center certification requirements. This licensing and on-site operational requirement is a hard filter for participation.
Services will be provided during treatment participation, including counseling, training, education, and other treatment activities. Providers must implement quality assurance processes, participate in compliance reviews, comply with 42 CFR Part 2 (federal substance use disorder patient privacy rules), and submit quarterly reports and invoices. Staff must obtain Pediatric First Aid and CPR certification, Oregon Food Handler's Certificates where applicable, and training on child abuse and neglect reporting.
Insurance requirements include general liability ($500,000), worker's compensation, automobile liability ($1,000,000 per person / $2,000,000 per accident), professional liability ($1,000,000 per occurrence / $3,000,000 aggregate), cyber-security insurance, and sexual abuse and molestation liability ($3,000,000 for vulnerable populations).
The contract term runs from July 1, 2027 through June 30, 2032 (five years) with annual renewal options available. Pricing and funding levels are not guaranteed; they will be based on services provided, utilization, capacity to deliver services, and negotiated budgets. Washington County does not guarantee equal funding among providers or consistent funding year to year. Questions are due October 8, 2026 at 5:00 p.m.
