The contractor must hold valid Commercial Pesticide Applicator Licenses under North Carolina Department of Agriculture and Consumer Services regulations, employ only certified applicators or registered technicians with appropriate IPM training, and ensure all personnel pass criminal background checks without felony convictions or sex offender registry appearances per Lunsford Act requirements.
The contract runs August 1, 2026 through June 30, 2027, with an extension clause permitting up to four additional one-year renewals through June 30, 2031 provided both parties mutually agree and cost increases do not exceed the annual Consumer Price Index cap. Bidders must submit monthly and annual pricing separately for cafeterias and other school facilities across all 25 locations on a per-site basis, including all labor, materials, equipment, and supervision. The contractor must maintain Worker's Compensation insurance, Commercial General Liability of $500,000 combined single limit, and Automobile Liability with minimum $150,000 limits. Payment terms are net within 30 days of correct invoice receipt. Either party may terminate with 30 days written notice following the initial 90-day minimum obligation period.
