About this opportunity
The University of Wisconsin-Madison is seeking a contractor to independently operate a child care center at #39 University Houses through an Invitation to Submit Plans (ISP) for comprehensive child care services. The procurement specifically requires a provider to deliver high-quality early childhood education programming serving a minimum of 54 children, including 8 infants, 12 toddlers, and 34 preschoolers, with at least 80% enrollment from UW-affiliated families. Key service requirements include full and part-time infant/toddler care, preschool care, four-year-old kindergarten (4K), and summer education programs. Evaluation of proposals will be conducted using a 1,000-point scoring system, with 200 points each for Early Care and Education Quality Indicators, Director and Teacher Qualifications, and Early Care and Education Program, plus additional points for national accreditation, 4K partnership with Madison Metropolitan School District, and sliding fee scale. The procurement timeline includes written questions due by April 8, 2019, answers provided by April 15, 2019, and proposals due by May 30, 2019, at 2:00 PM CDT. Evaluation and oral presentations are scheduled for June 21, 2019, with award notification by July 5, 2019.
The contract will require the selected vendor to pay a minimum monthly rent and electricity fee starting at $1,600 with a 10% annual increase, with estimated total costs between $98,784 and $134,923 over the contract period. The contract term is set to begin July 1, 2020, and run through June 30, 2021, with potential automatic annual renewal up to seven years (through June 30, 2027) contingent on 365 days' written notice of non-renewal. Proposing organizations must submit six hard copies of their proposal, including signed original documents and complete vendor information. Strict compliance with insurance and background check requirements is mandatory, including worker's compensation insurance, commercial general liability insurance (minimum $1,000,000 per occurrence and $3,000,000 general aggregate), and automobile liability insurance (minimum $1,000,000 combined single limit). The Board of Regents of the University of Wisconsin System must be named as an additional insured. Only proposals scoring 500 points or higher on specific evaluation sections will be eligible for price consideration, ensuring a comprehensive and quality-driven selection process.
