About this opportunity
The Oregon Department of Corrections is requesting bids on raw chicken strips (irregular or regular cut) under ITB for delivery to its Central Distribution Center in Salem, with bids due August 26, 2026 at 9:00 a.m. (PST) and a question deadline of August 19, 2026 at 9:00 a.m. (PST). Oregon applies a 5% preference for Oregon-fabricated or processed goods and a 5% preference for resident bidders headquartered in Oregon.
The estimated procurement volume is 240,000 pounds. Chicken must meet USDA Procurement Grade B or better, comply with FDA and USDA poultry inspection requirements, contain no more than 2% fat content, and contain no more than 90 mg sodium per 1-ounce weight. All goods must be received with a minimum six-month shelf life remaining prior to the Best Use By date and comply with current FDA labeling requirements. Bidders may bid on 50% to 100% of the requested amount. Initial delivery is expected 30–35 days after receipt of order, with subsequent full truckloads (FTL) estimated at 40,000 pounds each at 30–35 day intervals. Bidders may propose Will Call arrangements.
Pricing must include all transportation, fuel surcharges, and delivery charges on an FOB Destination basis with no additional packing or packaging charges. ODOC reserves the right to negotiate transportation cost savings with the two lowest responsive bidders if they offer Will Call options. Bids remain firm and irrevocable for a minimum of 30 calendar days from closing. The historical award price was $1.33 per pound for a 40-pound case, awarded to National Food Group in January 2026. Contractor insurance must include General Commercial Liability of at least $1,000,000 per occurrence and $2,000,000 for multiple claimants, Auto Liability of at least $2,000,000 per accident, and Workers' Compensation as required by Oregon law; the Certificate of Liability Insurance is due within seven calendar days of award. This solicitation does not allow bid protests per ORS 421.438(2) and OAR 291-164-0120(1)(a)(F).
