About this opportunity
Penn West University, part of the Pennsylvania State System of Higher Education, is seeking separate prime contractors for a comprehensive renovation project at the Chick-Fil-A location within the Natali Student Center on the California Campus. The procurement is structured as an invitation to bid, targeting general contractors and specialized trade contractors for a multifaceted renovation involving selective demolition, construction, and systems upgrades. The project scope includes floor, wall, ceiling, and bulkhead construction, millwork and casework installation, food service equipment placement, and modifications to plumbing, HVAC, and electrical systems. A pre-bid conference and site visit are scheduled for March 18, 2025, at 11:30 AM in Dixon Hall, though attendance is recommended but not mandatory. Electronic bids must be submitted through PennBid by 2:00 PM EST on April 11, 2025, with all bidding documents available at no cost via the PennBid platform. Potential bidders are required to register on PennBid to access solicitation documents, submit questions, and receive potential addenda notifications.
While no specific set-aside designations or enterprise restrictions were explicitly detailed in the contract opportunity, the procurement process emphasizes open competition through the PennBid platform. The project is located in Washington County, specifically referencing the California Campus, with no mention of incumbent vendors or mandatory technology integrations. Bidders will be expected to provide comprehensive labor, materials, tools, and equipment to complete the construction project to the university's satisfaction. The procurement process prioritizes transparency, with all questions to be submitted through PennBid's "Ask a Question" feature and responses published for all registered bidders. Although a specific budget range was not disclosed, the comprehensive nature of the renovation—involving demolition, construction, equipment installation, and systems modifications—suggests a significant capital investment. Interested contractors should carefully review the full bid documents and be prepared to demonstrate capability in managing complex renovation projects within an educational facility environment.
