About this opportunity

The State of Maine Division of Purchases is soliciting bids on chest waders and hip waders, with bids due March 8, 2010. In-state bidders and those offering Maine-produced or manufactured commodities receive preference in tied-bid scenarios under Maine's purchasing code.

All bidders must submit a notarized Code of Conduct Affidavit certifying compliance with Maine wage, health, labor, environmental, safety, and anti-discrimination laws, as well as human and labor rights treaty obligations including prohibitions on forced labor, child labor, and involuntary servitude. Bidders must disclose the complete physical location (manufacturer name, street address, city, state, country, and telephone) of all plants where the clothing and textiles are assembled. Material Safety Data Sheets for hazardous chemicals must be provided per Maine's Chemical Substance Identification Law.

Bidders must submit separate unit prices for each item on prescribed forms, with all transportation charges prepaid and pricing delivered to destination inclusive of applicable discounts. The Division of Purchases will award to the lowest responsible bidder offering best value, considering quality, conformity with specifications, delivery dates, and ultimate cost. The state is exempt from Federal and Maine State Sales and Use Taxes; bidders must quote accordingly. Cash discounts are acceptable only for payment periods of 20 days or more. Sealed bids must be received at Room 119, 9 State House Station, State Office Building, Augusta, Maine by the opening date and time. The Division reserves the right to reject any or all bids, waive formalities, increase or decrease quantities by up to 10 percent, and require samples at no charge. The Code of Conduct Affidavit must be notarized and faxed to Sue Garcia at 207-287-6578 no later than the bid opening date and time.
