About this opportunity
The Town of Chesapeake Beach, Maryland is requesting proposals for laboratory analysis services at its Water Reclamation Treatment Plant under an RFP with proposals due January 7, 2026 at 9:00 AM, and a mandatory pre-bid conference on December 22, 2025 at 10:00 AM via Zoom.
Bidders must demonstrate a minimum of seven years of experience providing laboratory analysis for wastewater or water reclamation treatment plants, hold MDE certification for their facility, and provide three references from the past five years. No restrictive set-aside or preference program applies.
The scope comprises five distinct analysis categories: semi-weekly nutrient analysis of effluent and influent (116 annual samples), semi-annual sludge analysis (2 annual events), annual whole effluent toxicity testing (4 annual events consisting of 3 acute and 1 chronic test), annual toxic chemical analysis (1 annual event), and a one-year study of per- and polyfluorinated alkyl substances using quarterly sampling (4 annual samples). Bidders may provide optional emergency laboratory services at separate unit pricing for analysis and reporting within 24 hours of contact.
The contract is fixed price for the initial one-year term with four optional one-year renewal periods. All prices must remain firm for the first year; subsequent-year prices are subject to a maximum three percent escalation based on the Consumer Price Index for the Washington Metropolitan Area. The bidder must submit itemized pricing on the provided bid form for each analysis category and sample pickup services.
The successful contractor must provide a certificate of insurance naming the Town as additionally insured, maintain workers' compensation and general liability coverage, and obtain performance bonds at 100 percent of contract value and payment bonds at 50 percent of contract value. The Town retains the right to terminate for convenience or cause, and adequate funding must be appropriated annually by Town Council. Written questions are due December 31, 2025 at 9:00 AM. Sealed proposals must be received at Town Hall, 8200 Bayside Road, Chesapeake Beach, Maryland 20732, with public opening immediately following at 10:00 AM.
