About this opportunity
The County of Orange, OC Public Works, is soliciting competitive bids for the supply and delivery of chemicals—specifically sodium hypochlorite and sulfuric acid—to support the County's Central Utility Facility and water treatment operations on an as-needed basis. This Invitation for Bid (IFB) solicitation number 080-3008401-RE requires qualified vendors to furnish new, unused, commercially produced chemicals that meet or exceed applicable industry standards, including compliance with DOT, OSHA, EPA, and California environmental regulations. Deliverables include standard delivery within ten working days from order receipt, with emergency 24-hour delivery capability mandated for critical situations, all FOB Destination to the OC Public Works/OC Facilities-Design & Construction facility located at 525 N. Flower Street, Santa Ana, California 92701. Bid pricing must be submitted on a per-unit basis for sodium hypochlorite (per drum), sulfuric acid (per gallon), and drum deposits, with all costs including transportation, freight, and fuel surcharges incorporated into quoted prices. The contract term is five calendar years, effective September 30, 2026, with no price increases permitted during the first year and subsequent increases requiring 120 days' advance written notice with documented proof; payment terms are net 30 days in arrears following invoice submission and County verification. Bids must be submitted electronically through the County's eProcurement Portal at https://procurement.opengov.com/portal/ocgov by March 27, 2026, at 2:00 PM, and all bids must remain valid for 365 days following the closing date. Award will be made to the lowest responsive, responsible bidder, and bidders must submit certificates of insurance, W-9 forms, valid DUNS and UEI numbers, an Injury and Illness Prevention Program, Contractor Safety-Activity Checklist, Certification Regarding Debarment, and the County of Orange Campaign Contribution Disclosure Form (Levine Act compliance) within seven days of award notification.
This procurement includes set-aside considerations and preferences for certified disadvantaged enterprises: certified Orange County Local Small Businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE) receive a five percent preference deduction for evaluation purposes, or an eight percent preference deduction if certified as both OCLSB and DVBE. No incumbent vendors or current contractors are identified in the solicitation documents, and there is no minimum usage guarantee required under the contract. Contractors must maintain sufficient inventory within Orange County or Los Angeles County to meet delivery requirements and are responsible for all costs associated with proper hazardous materials transportation, OSHA compliance, and safety data sheets. The contractor may extend contract pricing to other governmental and non-profit entities through a Cooperative Program, with a two percent administrative rebate on total sales due to the County, reported quarterly. Additionally, the successful contractor must obtain both a Labor and Material Payment Bond and a Faithful Performance Bond, each in amounts equal to or exceeding the estimated total contract value payable by the County, to guarantee performance and payment of all labor, materials, and associated costs.
