About this opportunity

Palm Beach County, Florida is issuing a Request for Quotation (RFQ) for the purchase and delivery of one Chemical Warfare Agent (CWA) and Toxic Industrial Chemical (TIC) Detector to be delivered to Palm Beach County Fire Rescue. The county is seeking a Smiths Detection LCD 3.3 Model #023-6021-B detector or an approved equivalent that meets specified technical requirements, including non-radiolytic ion mobility spectrometry detection technology with capabilities for detecting nerve, blister, blood, and choking agents. The detector must not exceed 4.20" x 7.10" x 1.90" in dimensions, weigh no more than 1.5 pounds, and operate on four AA batteries included with the unit. Required deliverables include a comprehensive one-year warranty with free loaner system and 24/7 support, seven specified accessories (carrying pouch, confidence tester, survey nozzle, earpiece assembly, battery cassette, sieve pack kit, and ten sieve packs), and at least two complete shop repair manuals. All equipment must be new, of current manufacture, and carry factory warranties. The submission deadline is December 20, 2018 at 4:00 p.m., with responses accepted via fax or email to buyer Zulma Gasca. Award will be made to the lowest responsive, responsible bidder on an all-or-none basis, with payment contingent upon County satisfaction and acceptance of delivered items.

Palm Beach County applies a five percent local preference to vendors with permanent places of business in Palm Beach County or the Glades, with eligibility verified through Business Tax Receipt and certification submission. The solicitation includes a trade-in provision for two existing Smiths Detection APD 2000 detectors currently in the County's inventory, with the successful bidder responsible for pickup two weeks after new equipment delivery if the County accepts the trade-in credit offer. The County reserves the right to return any items not meeting specifications at the successful bidder's expense for full credit. The solicitation permits additional quantities to be purchased within twelve months of award at offered prices under mutual written agreement. Delivery is designated as F.O.B. destination to Palm Beach County Fire Rescue at 405 Pike Road, West Palm Beach, Florida 33411. No specific budget range or award value is disclosed in the solicitation documents.
