About this opportunity
Baltimore County Bureau of Utilities is requesting bids on chemical root control and sewer treatment services under a term contract with bids due November 17, 2026, and questions due November 10, 2026. A 15% MBE/WBE participation requirement applies.
The scope consists of chemical root control agent application to approximately 156,000 linear feet of main-line sewers across four diameter ranges: 150,000 linear feet of 6–12 inch diameter pipe, 2,800 linear feet of 14–16 inch diameter, 2,200 linear feet of 18–21 inch diameter, and 1,000 linear feet of 22-plus inch diameter pipe. Five traffic control setups are also included. The contractor must supply all labor, equipment, materials, and supplies and provide a six-month guarantee on chemical treatment applications, with the option for the County to require retreatment or full refund if live roots are discovered or surcharges occur due to root obstruction within specified timeframes.
Bidders must carry minimum general liability insurance of $1 million per occurrence, automobile liability of $1 million, and workers' compensation with statutory limits. Pricing for the initial contract period must remain firm; fuel surcharges are explicitly prohibited. Price escalation requests for renewal terms may be considered based on the Consumer Price Index at up to a maximum of 5%, at the County's discretion.
The estimated total contract value is $1.7 million for the entire term including renewals. The initial contract term runs August 1, 2027, for one year, with the County holding the option to renew for up to four additional one-year terms under the same conditions. Award is anticipated within sixty days of bid opening. The County reserves the right to make multiple awards on an individual or combination item basis and to increase or decrease quantities by approximately 20%. Bids must be submitted electronically through the Procurement Portal at https://procurement.opengov.com/portal/baltimorecountymd.
