About this opportunity
The Colorado Department of Corrections (CDOC) Purchasing Office is conducting a competitive procurement for chemical agents and munitions on an as-needed basis for the period January 1, 2016 through December 31, 2016. The CDOC seeks bids from department-approved manufacturers for riot control and training equipment to be delivered to the Central Armory located at 57500 Highway 50 East, Canon City, Colorado 81212. The solicitation encompasses 69 distinct line items organized into nine primary categories, including pyrotechnic chemical grenades, 37mm pyrotechnic outdoor projectiles, specialty impact munitions, hand-held OC aerosol canisters, bulk liquid OC, distraction devices and stingball grenades, launching cartridges, pepper fogger formulations, and breaching rounds, supplemented by reloading components, launchers, training marking cartridges, and training fuzes and grenade bodies. Only department-approved manufacturers and item numbers listed in the specifications attachment will be accepted with no substitutes permitted. Bids are due by December 15, 2015 at 2:00 PM Mountain Standard Time via fax to 719-269-4064, with award notifications to be posted on the Colorado Vendor Self Service (VSS) website following the bid submission deadline. Bid pricing must be submitted on the provided spreadsheet with legible, preferably typed responses, and all freight costs must be included in bid prices with FOB destination terms, unless otherwise specified with supporting documentation. The CDOC intends to award multiple award letters to successful bidders for the lowest overall cost per approved manufacturer, with each facility encouraged to place one main order per year; projected delivery dates and early payment discounts will serve as evaluation factors.
The solicitation document does not specify set-aside designations, restrictions on types of organizations that can respond, or disadvantaged enterprise preferences. No incumbent vendors or current contractors are identified in the available documentation. Prospective bidders must be registered on the Colorado Vendor Self Service (VSS) website to respond to this solicitation. Payment terms are assumed to be Net-30 days after receipt of goods and invoice, with proposals offering early payment discounts such as 2% for payment within 10 days encouraged for consideration. The current year-to-date purchase amount for these items is approximately $57,000; however, no minimum purchase amount or order volume is guaranteed for the contract period. The CDOC reserves the right to cancel any order if delivery is not made by the stated delivery date and will monitor the solicitation throughout the open bidding period for any modifications or addenda that prospective bidders must track.
