About this opportunity
Cape Hatteras Electric Cooperative (CHEC) is seeking proposals for Emergency Restoration Drone Services through Bid #25-5 for the 2025 calendar year, focusing on storm damage assessment and power restoration capabilities. The contract aims to provide specialized equipment and qualified personnel to survey damage caused by hurricanes, storm surges, and tornadoes using drone technology, with the unique provision to utilize alternative aircraft like helicopters if road access is compromised. Proposals are due by May 2, 2025, with bid openings scheduled for May 5, 2025, and expected bid acceptance by May 12, 2025. The contract will remain in effect through December 31, 2025, with start dates and duration determined on an as-needed basis by CHEC. Bidders will be evaluated across three key criteria: overall price (40 points), capability (30 points), and company safety record (30 points). The selected contractor must provide all necessary labor and equipment to complete storm damage assessment services, with rates to remain in effect through the end of 2025.
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must submit a certificate of insurance with comprehensive coverage requirements, including $5,000,000 commercial general liability, $5,000,000 comprehensive automobile liability, and $1,000,000 workers' compensation insurance. CHEC will require bidders to provide their Experience Modifier and OSHA Form 300A for the past three years. The cooperative serves approximately 8,000 meters along Hatteras Island, maintaining 48 miles of transmission and 312 miles of distribution lines, and imports power from the mainland with access to a 15 MW diesel plant for emergency generation. While specific budget ranges are not detailed, the contract's scope suggests a potentially significant investment in emergency restoration capabilities, with cost and availability to be considered for each individual event determining contractor selection and compensation.
Opportunity text
1. CHEC has identified the need for additional equipment and manpower in the event of storm damage. The goal of this contract is to provide CHEC during 2025 with equipment and qualified manpower to survey damage using drone technology to restore power after a storm. The work will be typical for that as a result of hurricanes, storm surges, and tornadoes. The contractor shall provide all labor and equipment necessary to complete this service. 2. Duration and Assignability. Start date will be determined on an as needed basis determined by CHEC. Duration will be determined by CHEC. Rates should be in effect at least through December 31, 2025. The cost and availability will be considered for each event determining the contractor offered/selected for services. 3. Due to the nature of CHEC's physical location, and because it may not be possible for vehicles to have access to our territory due to road damage after a storm, the bid allows for aircraft such as helicopters to be used in lieu of drones.
