About this opportunity

Cape Hatteras Electric Cooperative (CHEC) is seeking emergency restoration storm rates through Bid #25-2 for the 2025 calendar year, soliciting qualified contractors to provide comprehensive power restoration services in response to storm-related damage. The procurement targets additional equipment and manpower capable of responding to hurricanes, storm surges, and tornadoes, with contractors required to supply all necessary labor and equipment for power restoration efforts. CHEC will furnish project materials, and the contract will be activated on an as-needed basis, with rates valid through December 31, 2025. The bid evaluation will employ a weighted scoring system: 40 points for overall price, 30 points for capability, and 30 points for company safety record. Proposal submissions are due by May 2, 2025, with bid openings scheduled for May 5, 2025, and anticipated bid acceptance by May 12, 2025. Bidders must submit detailed storm rates for employees and equipment, demonstrating their readiness to support CHEC's infrastructure, which includes 48 miles of transmission and 312 miles of distribution lines serving approximately 8,000 meters along Hatteras Island.

While no specific set-aside designations are mentioned, contractors must comply with FEMA procurement guidelines and submit comprehensive insurance documentation, including $5 million in commercial general liability coverage, $5 million in comprehensive automobile liability, and appropriate workers' compensation insurance. The cooperative will utilize the VendorLink system for bid information and track potential contractors' capabilities to support emergency restoration efforts. Though a specific contract value is not explicitly stated, the scope suggests a significant operational investment in storm preparedness, with CHEC maintaining a 15 MW diesel plant for emergency generation. Contractors will be evaluated not just on pricing, but on their demonstrated ability to rapidly deploy resources and restore power efficiently during critical infrastructure emergencies. The solicitation indicates that cost and availability will be considered for each individual event, suggesting potential for multiple awards or task-order style engagements based on specific restoration needs.
