The project involves comprehensive sanitary sewer system rehabilitation, specifically encompassing approximately 4,400 linear feet of pipeline across multiple diameters (36", 30", 24", and 18"). Bidders are required to submit unit price bids, provide a 10 percent bid bond, and include a Qualifications Statement, evidence of contractor licensing, list of subcontractors, and a Public Works Employment Verification Affidavit. Contractor selection will be based on the lowest responsive bid from a responsible bidder.
The procurement opportunity has specific requirements regarding contractor qualifications and compliance. All bidders must adhere to Pennsylvania prevailing wage regulations, the Public Works Employment Verification Act (Act 127 of 2012), and steel product procurement requirements mandating that all steel used must be manufactured in the United States. The project is partially funded through a Local Share Account (LSA) Grant from the Redevelopment Authority of Washington County in collaboration with the Department of Community and Economic Development (DCED). While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the bid documents emphasize non-discrimination principles, prohibiting discrimination based on race, age, color, religion, sex, national origin, or handicap. Bid security for unsuccessful bidders will be released within 7 days of bid opening, while the successful bidder's security will be retained until contract execution and submission of required performance and payment bonds. Although a specific project budget is not detailed in the provided documents, the comprehensive scope and rehabilitation nature of the project suggest a significant infrastructure investment for the Washington-East Washington Joint Authority.
