About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for domestic, oil-free Grade 30 proof coil chain for buoys, with quotations due November 29, 2021 at 4:00 p.m. EST through the Advantage Vendor Self Service electronic procurement system.

The scope comprises 5/16" welded link long link chain with 1.8" proof link length, 550 feet per drum, working load limit of 1,900 pounds, self-colored steel finish, and nine links per foot. The State is procuring 13 drums total with no partial orders accepted. All chain must be delivered to 1009 Brunswick Rd., Richmond, Maine, with a maximum of two drums per pallet and minimum two business days' notice required prior to delivery. Quotations must include unit price and estimated delivery days (calendar days from contract award to delivery) and be accompanied by Appendix A Bid Cover Page and Debarment Form, a quote on company letterhead, product data and information sheets, and warranty information. FOB Destination shipping terms apply; all shipping charges to the Maine delivery location must be included in the quoted price.

Award will be made on a best value basis considering product quality, specification conformity, delivery dates, and State interests. Once conformity to specifications is established, the contract will be awarded to the lowest-price bidder unless the lowest bidder has documented poor performance or a terminated or non-renewed contract within the preceding five years. The State reserves the right to negotiate the purchase of additional chain from the selected vendor for six months after official award and to authorize other State departments to use the resulting contract. The State is exempt from federal, state, and local taxes and will not include these in quotations.
