About this opportunity

Palm Beach County Board of County Commissioners, Purchasing Department issued Request for Quotation #070616-457/KM on July 18, 2016, for the purchase and delivery of stainless steel chain. The procurement seeks four types of Type 304 stainless steel chain in long pitch link configuration suitable for light loads and corrosion resistance applications: 8 pails of 3/16" chain with 1,200 lbs minimum working load limit at 250 feet per pail; 9 pails of 1/4" chain with 1,570 lbs minimum working load limit at 141 feet per pail; 15 pails of 5/16" chain with 2,400 lbs minimum working load limit at 92 feet per pail; and 10 pails of 3/8" chain with 3,550 lbs minimum working load limit at 63 feet per pail. Quotations were due on July 25, 2016, at 4:00 p.m. Palm Beach County time, with faxed or emailed responses accepted. All bidders were required to submit pricing for every item on an all-or-none award basis to be considered responsive, and must include product name and number, manufacturer or brand information, and descriptive literature with their responses; failure to provide matching documentation resulted in rejection. Pricing was required to be firm, fixed unit prices with no escalation clauses, remaining firm for 90 days from the opening date and for the initial contract term. Delivery shall be made Monday through Friday, excluding holidays, with the specific number of days after receipt of order to be indicated by the bidder, and the F.O.B. point is destination with the vendor retaining title and responsibility for all transportation charges, liability, and risk in transit.

The solicitation incorporated the Small Business Enterprise (SBE) Program, offering a 5% preference to SBE-certified vendors within 10% of the lowest bid, and a 5% Local Preference for vendors with a permanent place of business in Palm Beach County who must submit a valid Business Tax Receipt to qualify for consideration. All bidders were required to submit a Non-Discrimination Policy form with their responses. Payment shall be made only upon the County's satisfaction and acceptance of items delivered, with invoices requiring the purchase order number and submission to the Palm Beach County Finance Department. The County is exempt from Federal and State taxes. No incumbent vendors, existing infrastructure requirements, or award values or budget ranges were identified in the solicitation documentation.
