About this opportunity
The State of Maine Division of Purchases is requesting sealed bids for chain with bids due October 16, 2008. This solicitation consists of a conditions-and-instructions document establishing standardized procurement procedures rather than a detailed scope statement, product specifications, quantities, or pricing guidance.
Bidders must submit separate unit prices for each item, with prices stated in units of specified quantity and delivered to destination including all applicable discounts. Electronic submission is required; bids received after the closing date will not be considered, and the state assumes no responsibility for network delays. Bids are opened electronically, with tabulations available for public inspection after award.
Awards will be made to the lowest responsible bidder based on best value to the State, considering quality, conformance to specifications, delivery date, and ultimate cost. In cases of tied bids, preference is given to in-state bidders or those offering products manufactured in Maine. Unit prices govern in cases of discrepancies with total prices. All transportation charges, including freight and express delivery, shall be prepaid by the contractor unless specified otherwise. The State is exempt from federal and Maine state sales and use taxes; bids should exclude these amounts.
The Division reserves the right to reject any or all bids, waive formalities, and increase or decrease quantities by up to 10% unless otherwise stated. No contract may be assigned, sublet, or transferred without written consent from the Director. Contractors must comply with all applicable Federal, State, and local laws, including the Maine Chemical Substance Identification Law for hazardous materials. Payment terms and cash discounts must be clearly specified, with discounts under 20 days not considered in contract awards due to standard accounting procedures.
