About this opportunity

The City of Winter Haven, located in Polk County, Florida, is soliciting bids for the Chain of Lakes Trail Bridges Repair Project (ITB-25-09), targeting two specific pedestrian bridges within the city's trail system. Bridge No. 1, a 113-foot pony truss pedestrian bridge crossing Conine & Hartridge Canal, and Bridge No. 2, a 91-foot pony truss bridge crossing a canal near Lake Rochelle, require comprehensive repair work. The project's scope includes concrete apron and pavement replacement, expansion joint repairs, timber rub rail replacement, bridge deck repairs, structural steel coating, and power washing of pedestrian railings and sidewalks. Sealed bids are due by 2:00 P.M. on February 18, 2025, with a subsequent public bid opening via Zoom. Contractors must demonstrate capability to start work within 20 days after Notice to Proceed and complete each bridge location within 90 calendar days, with liquidated damages of $1,000 per calendar day for schedule overruns.

The procurement includes specific requirements for bidder qualifications, mandating submission of references from three similar projects and compliance with federal, state, and local regulations. A bid bond of 5% is required for bids exceeding $100,000, and contractors must provide performance and payment bonds for 100% of the contract amount. Insurance requirements include workers' compensation, general liability, and automobile liability coverage. The city has implemented a local preference ordinance favoring vendors within the Winter Haven utility service area, which may provide a competitive advantage to local businesses. While specific budget ranges are not explicitly stated, the comprehensive nature of the bridge repair work suggests a significant infrastructure investment. Potential bidders must be prepared to handle potential asbestos-containing material encounters and demonstrate technical expertise in bridge repair and restoration techniques.
