About this opportunity

San Bernardino County Human Services, Children and Family Services division is requesting proposals for Independent Living Program (ILP) Transportation Services, with proposals due September 15, 2026 at 4:00 p.m. PST through the County's ePro system or hard copy. A non-mandatory proposal conference is scheduled for August 25, 2026 at 10:00 a.m. PST via Microsoft Teams; written questions are due September 1, 2026 at 4:00 p.m. PST.

The scope is safe and reliable transportation for ILP-eligible youth ages 16–21 and other designated passengers to and from County-designated events and activities throughout San Bernardino County, with primary demand in the North Desert region (Adelanto, Apple Valley, Barstow, Hesperia, Victorville, and surrounding areas). Service capacity is 1–4 youth per one-way trip, with anticipated monthly volume of approximately 117 one-way trips averaging 16 miles per trip (approximately 1,872 miles monthly). The contractor must provide approved vehicles including cars and vans with child car seat capacity, flexible scheduling for weekdays, evenings, weekends, and out-of-county trips, online Trip Manifest documentation, driver communication capabilities, incident reporting, backup transportation and drivers, and driver training on appropriate passenger associations and child abuse reporting. All drivers must maintain current California Vehicle Code Section 12517.5–compliant licenses, pass DOJ, FBI, and Child Abuse Central Index clearances, and complete drug and alcohol testing. The contractor must maintain comprehensive insurance as specified in the RFP and provide three years of comparable contract experience, independently audited financial statements or acceptable alternatives, and references from comparable public agencies.

The County has allocated a budget not to exceed $450,000 ($150,000 annually) for a three-year term commencing January 1, 2027 through December 31, 2029, with potential extension for up to two additional one-year periods contingent on performance and funding availability. The County does not guarantee a minimum or maximum number of service requests. The incumbent contractor is HopSkipDrive, Inc. Evaluation criteria are qualifications and experience (35%), technical review including work plan and Trip Manifest samples (25%), cost (25%), financial review (10%), and references (5%). The tentative Notice of Intent to Award is scheduled for October 5, 2026. Current contractors must resubmit proposals to continue services after January 1, 2027.
