About this opportunity
The California Department of Transportation (Caltrans) has issued an Invitation for Price Quote (IFPQ) for fire extinguisher inspection, repair, recharge, and replacement services across Alameda, Contra Costa, San Mateo, and Solano Counties. The solicitation covers comprehensive fire extinguisher maintenance at eleven Caltrans locations, including toll plazas, maintenance stations, and tow service facilities. Services encompass annual inspection and maintenance of various fire extinguisher types, including 5-pound, 10-pound, and 20-pound dry chemical extinguishers, and 5-pound Halotron units. Contractors must provide all necessary labor, tools, vehicles, materials, and equipment to complete the services. Key deliverables include six-year tear down and recharge services, powder refills, and extinguisher replacements, with estimated service call quantities ranging from 10 to 675 across the contract period. Written questions are due by December 17, 2025 at 5:00 p.m., with price quotes required by December 24, 2025 at 5:00 p.m. The anticipated contract award date is January 5, 2026, with a contract term from April 1, 2026 to March 31, 2029. Evaluation criteria will focus on the lowest responsive price from a responsible bidder meeting all specified requirements.
The procurement is exclusively reserved for certified Small Businesses (SBs), Microbusinesses (MBs), or Disabled Veteran Business Enterprises (DVBEs) registered with the Department of General Services. Bidders must possess a valid C-16 Fire Protection Contractor license and provide proof of current certification at bid submittal. The estimated contract value ranges between $5,000 and $250,000. Successful contractors must provide a Certificate of Insurance within ten workdays of award, including $1,000,000 per occurrence and $2,000,000 aggregate commercial general liability, $1,000,000 combined single limit automobile liability, and workers' compensation coverage. Required submittal documents include the Price Quote Proposal (ADM-1412), Bid/Bidder Certification Sheet (DOT ADM-1416), DGS certification copy, valid CSLB license, and Darfur Contracting Act Certification. No subcontracting is permitted under this agreement, and Caltrans requires at least two price quotes from certified SBs/MBs or DVBEs before making an award. In the event of a tie, the winner will be determined by lot drawing.
