About this opportunity
The California Department of Transportation (Caltrans), Division of Procurement and Contracts, is requesting price quotes for electrical maintenance and repair services at the Caltrans District 04 office in Oakland, Alameda County under IFPQ 04A7608, with quotes due September 17, 2026 at 2:00 p.m. and a mandatory site inspection on September 9, 2026 at 10:00 a.m. This solicitation is restricted to certified Small Businesses (SB), including micro businesses (MB), SB-PW, or Disabled Veteran Business Enterprises (DVBE) — a hard set-aside with a requirement that a minimum of two price quotes from these certified entities be submitted before award.
Bidders must hold a valid C-10 (Electrical Contractor) license from the California Contractors State License Board and current registration with the Department of Industrial Relations. The scope encompasses all labor, parts, materials, supplies, tools, vehicles, equipment, travel, and incidentals necessary to perform electrical maintenance and repair services across 16 floors (basement to penthouse) at 111 Grand Avenue, Oakland. Routine services (maintenance and repair with no immediate danger) are provided Monday through Friday, 7:00 a.m. to 5:00 p.m., excluding State holidays. Non-routine services (vital repairs to limit imminent damage or safety hazards) are provided per Caltrans Contract Manager direction and may extend beyond normal hours and onto State holidays. Contractors must respond to routine requests within 48 hours and non-routine requests within two hours of contact.
The total price quote must not exceed $484,000. The contract term runs January 1, 2027 through December 31, 2029. Prevailing wage requirements apply if the bid exceeds $15,000. The Price Quote Proposal includes six line items for Journeyman and Apprentice Electrician labor (routine and non-routine rates, plus overtime), a maximum $10,000 for Certificates of Approval and permits, and parts and materials calculated at 10 percent of actual labor subtotal. Written questions are due by 5:00 p.m. on September 9, 2026. The estimated award date is September 28, 2026.
