The position requires current licensure as a COMS, Certified Low Vision Therapist (CLVT), Certified Vision Rehabilitation Therapist (CVRT), or Certified Assistive Technology Instructional Specialist for Individuals with Visual Impairments (CATIS), plus one year of relevant experience — the primary eligibility gate.
The scope encompasses orientation, mobility training, and rehabilitation services for visually impaired, blind, and deaf-blind residents, including pre-cane training, sighted guide techniques, assessments, treatment plan proposals, and participation in Interdisciplinary Team meetings and Individual Service Plan activities. The contractor must furnish all labor, equipment, materials, and supplies; maintain a four-hour response time to service requests; provide professional logs for each service delivery; and comply with background checks, E-Verify employment verification, and conduct standards. The service location is Brenham State Supported Living Center, 4001 South Highway 36, Brenham, Texas 77833 (HHS Region 13).
The initial contract term runs September 1, 2026 through August 31, 2029 (three years), with one optional one-year extension at HHSC's sole discretion. The historical monetary value for similar services was $13,000 for the period September 1, 2024 through August 31, 2025; HHSC makes no guarantee of volume, usage, or compensation. Bidders must submit firm, fixed hourly rates for regular business hours (8 a.m. to 5 p.m., Monday through Friday) and outside regular business hours on Exhibit C - Pricing Sheet. Expected quantity is approximately 200 hours. Comprehensive insurance is required: workers' compensation, commercial general liability ($1 million per occurrence; $2 million aggregate), professional liability ($1 million), and umbrella liability ($1 million). Bidders must provide three verifiable references for similar contracts completed within the past five years. Price adjustments during renewal periods may use the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W, Series CWURR0000AA0) or federal minimum wage adjustments, subject to HHSC approval.
