About this opportunity

The Oregon Department of Corrections (ODOC) Purchasing/Contracts Division is requesting bids for cereal, 7-9 grain — approximately 40,000 pounds (one full truckload) of multi-grain cereal meeting Commercial Item Description A-A-20108C specifications — with a bid closing date of June 22, 2026 at 9:00 AM Pacific Time. Questions and clarification requests are due June 15, 2026 at 9:00 AM Pacific Time.

ODOC applies a five percent preference for Oregon-fabricated or Oregon-processed goods and a five percent preference for resident bidders headquartered in Oregon, with a maximum combined preference of ten percent for evaluation purposes only. Award will be made to the lowest responsive, responsible bidder.

The cereal must be Type V unflavored quick-cooking cereal containing a minimum of five different whole and refined grain types with product reconstitution capability within 15 minutes. All goods must comply with FDA/USDA standards, HACCP systems, and Current Good Manufacturing Practice regulations; include allergen labeling; and possess a minimum of one year shelf life remaining at delivery. Bidders must submit nutritional facts labels, ingredient lists, product labels, product pictures, best use by dates, and manufacturing dates upon request.

Deliveries must be made FOB Destination to ODOC's Central Distribution Center at 3601 State Street, Salem, Oregon 97301, with a lead time of up to 45 days after receipt of order or as scheduled by warehouse staff. The receiving dock operates Monday through Thursday from 7:00 AM to 12:00 PM Pacific Time; Friday availability is limited to emergency situations only. Pricing must be submitted on a per-pound basis with no more than four decimal places, inclusive of all transportation, fuel surcharges, and delivery charges; packing and packaging costs must be fully prepaid by the contractor. The previous purchase in August 2025 was awarded to National Food Group at $0.61 per pound for 50-pound cases. Goods rejected for non-conformance must be removed by the contractor within 72 hours at contractor expense, or ODOC may return them at contractor cost. The contract start date will be determined upon award.
