About this opportunity
The Missouri Department of Transportation (MoDOT) is seeking bids for a one-time purchase of a used aerial scissor platform mounted on a 2-ton diesel chassis for its Central District located in Camdenton, Missouri. The procurement is specifically soliciting a used vehicle matching the specifications of a Stamm Model SLT-21-12 mounted on a Ford 550 chassis, with approved equivalents being acceptable. The equipment must be delivered complete and ready for use by April 1, 2022, with bids being accepted from December 30, 2021, through January 12, 2022, at 2:00 PM CST. Bidders can submit proposals electronically through MissouriBUYS or by mail, with hard copy submissions requiring five days advance notice to the buyer. The bid will be evaluated using a 100-point scale, with 45 points allocated to pricing, 25 points for aerial options/features, and 30 points for availability and proximity of dealer parts and service. Deliverables must include operator manuals, parts books, and technical service manuals, with the vendor required to maintain technical support during standard business hours.
The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with a goal of 10% MBE and 5% WBE participation, though these are not mandatory requirements. Service-disabled veteran-owned businesses are also encouraged to participate. The bid includes specific compliance requirements, such as Buy America certification and Anti-Discrimination Against Israel Act certification for contracts over $100,000, and adherence to Missouri's B-20 biodiesel fuel requirements. Liquidated damages of $250 per day will be applied for late delivery, with total damages capped at 50% of the total contract price. While no specific budget range or award value is explicitly stated, the procurement is for a single used vehicle with specific technical specifications. The contract will be awarded to the lowest, most responsive, responsible, and reliable bidder based on the comprehensive evaluation criteria, with MoDOT reserving the right to inspect and test the unit prior to final acceptance.
