About this opportunity

Mericle River Road, LLC is requesting sealed bids for construction of the CenterPoint South Commerce and Trade Park L&S Railway Spur in Jenkins Township, Luzerne County, Pennsylvania, with bids due November 10, 2026 at 2:00 PM via PennBid and a pre-bid conference on October 20, 2026 at 11:00 AM. All bidders must be PennDOT Prequalified as specified in Publication 408, Section 102.01 — a mandatory prerequisite.

The scope is construction of approximately 0.5 miles of new railroad track with mainline turnout connecting to the existing L&S Railway. Work includes three horizontal curves, three grade crossings with precast concrete panels, multiple utility crossings, and track materials to AREMA Manual and Norfolk Southern Railway specifications (new 115# rail minimum 31 feet in length, new 7"x9" AREMA Grade 4 timber crossties spaced 20 inches on center). The contractor must conduct site visits during normal working hours by contacting Jim Kean at jkean@mericle.com. Work within 25 feet of mainline track requires flagman monitoring, and 72-hour advance notice to the operating railroad is mandatory. Comprehensive erosion and sediment control measures, including rock construction entrances, silt socks, sediment basins, and riprap outlet protection, are required under NPDES Permit PAC400140A-2. Stormwater management facilities include eight infiltration basins and vegetated swales designed to maintain existing drainage patterns.

Bids are submitted on a unit price basis for a single prime contract. Bid security of 10 percent of total bid price is required (certified check, bank money order, or bid bond). The successful bidder must provide a performance bond equal to 100 percent of contract value and obtain certificate of liability insurance naming the Pennsylvania Department of Transportation as additional insured. Substantial completion is required by December 15, 2026, with liquidated damages of $5,000 per day for delays beyond this milestone. Pennsylvania Prevailing Wage Rates apply for the project's entire duration. The project is a recipient of a Rail Freight Grant from the Pennsylvania Department of Transportation's Bureau of Rail Freight, Ports and Waterways. No DBE goal has been established, though disadvantaged business enterprise and small business participation is encouraged. All bidding documents are available at no cost at https://pennbid.bonfirehub.com.
