About this opportunity
Jenkins Township in Luzerne County, Pennsylvania is seeking sealed bids for the Centerpoint Boulevard (T-792) Roadway Improvement Project, a construction procurement submitted through the PennBid online portal. The project scope includes asphalt milling at 2-inch depth across approximately 25,370 square yards, asphalt base repairs with superpave flexible base replacement at 3-inch and 3.5-inch depths totaling approximately 5,850 square yards, asphalt wearing course application including scratch and overlay courses covering approximately 26,765 square yards at 1.5-inch depth and 762 tons of scratch course asphalt, stormwater inlet repairs including 6 manhole grade adjustments and 44 valve feet of rebuilt and parged type C inlets, pavement markings, mobilization, and traffic control during construction. Bidders must submit unit price bids based on estimated quantities provided in the bid form, with contract pricing calculated as the product of estimated quantities and submitted unit prices. The contract includes two optional add alternates for additional mill and overlay work at specified stations. Key requirements include achievement of substantial completion within 90 days and final completion within 105 days of contract commencement, with liquidated damages of $500 per day for failure to meet these milestones. Sealed bids are due online via PennBid by 11:00 AM local time on June 5, 2026, at which time bids will be opened electronically and tabulation results posted publicly on the PennBid website. No pre-bid conference will be held. Bidders must be PennDOT prequalified as specified in Publication 408, section 102.01, and must submit a comprehensive Qualifications Statement including current and previous experience, safety records, bonding capacity, and financial information. The successful bidder must provide a performance bond equal to 100 percent of the contract amount and a payment bond, with bid security of 10 percent of the total bid amount required in the form of a certified check, bank money order, or bid bond.
No specific set-aside designations or restrictions limiting bidder eligibility to particular disadvantaged enterprises or organization types are identified in the procurement documents. Contractors qualifying as subcontractors may submit bids as prime contractors, consistent with their qualifications and as specified in section 108.01 of Publication 408. No incumbent vendors or current contractors are listed in the available documentation. Pennsylvania prevailing wage rates apply throughout the contract term. All bidding documents are available at no cost through the PennBid program at https://pennbid.bonfirehub.com. The engineer for the project is Reilly Associates Consulting Engineers, located in Pittston, Pennsylvania. No specific award value or budget range is disclosed in the procurement announcement; however, the scope of work involving approximately 25,370 square yards of asphalt milling, 5,850 square yards of asphalt base repairs, 26,765 square yards of wearing course, and related infrastructure repairs suggests a mid-to-large scale roadway improvement project. Jenkins Township reserves the right to reject any or all bids or portions thereof or to waive any informalities in the bidding process.
