Required qualifications include the ability to operate concession stands, organize and manage softball leagues, maintain proper licensing and certifications, and carry appropriate insurance coverage. Proposals will be evaluated on six criteria: Project Methodology (20 points), Qualifications and Relevant Experience (45 points), Project Schedule (20 points), References (20 points), Innovation of Community Engagement Plan (10 points), and Percentage of Daily Concession Receipts paid to the City (35 points). Questions regarding the RFP must be submitted by 3:00 p.m. Arizona time on Tuesday, March 18, 2025, and proposals are due by 3:00 p.m. Arizona time on Monday, April 7, 2025, with selection anticipated by April 9, 2025, contract negotiations from April 21 to May 2, 2025, and City Council award scheduled for May 20, 2025. Submissions must be made exclusively through the OpenGov procurement portal at https://procurement.opengov.com/portal/cityofkingman, with mailed, faxed, hand-delivered, and emailed proposals not accepted.
The RFP does not indicate any specific set-aside designations for disadvantaged enterprises or restrictions limiting the types of organizations that may respond. No incumbent vendor or current contractor is listed in the available documentation. The City will provide essential infrastructure and support including ingress and egress, maintenance of city equipment, exterior and restroom cleaning, electricity and water supply for snack bar operations, and garbage dumpsters. Insurance requirements include commercial general liability coverage of $1,000,000 per occurrence with a $2,000,000 aggregate, commercial automobile liability of $1,000,000, workers' compensation insurance, and $5,000,000 in excess insurance with $250,000 in commercial crime coverage. No specific award value or budget range is disclosed in the solicitation documents; however, the contract value will be contingent upon the percentage of gross concession receipts that the selected proposer commits to paying to the City, which serves as a primary evaluation criterion and financial mechanism for the City's compensation under the agreement.
