About this opportunity

The Texas Department of Transportation is requesting offers for cell modems with service to support the TxDOT Tyler District, with responses due July 10, 2026 at 3:00 PM Central Time. Questions are due June 29, 2026, with TxDOT's response posted by July 2.

The scope includes four line items, each with a required quantity of 20 units: a five-year plan bundling modem, cell service, cable, mount and paddle antenna; a five-year telecommunications services plan; a 7–10 dB M2M omnidirectional puck antenna with 3-foot cable and mounting bracket; and an internal paddle antenna. All equipment must comply with specification TO-7010, which mandates pre-qualified products from the TxDOT Qualified Products List and establishes technical requirements for wireless communication including IEEE 802.11 standards (2.4 GHz and 5 GHz), frequency hopping spread spectrum technology for 900 MHz devices, and FCC Part 15 compliance. Equipment must support Windows XP (32-bit), Windows 7 (64-bit), or newer operating systems and include a five-year warranty covering defects in material and workmanship.

All pricing must be F.O.B. destination with freight prepaid and included in unit prices. Responses are irrevocable for 120 calendar days following the solicitation closing date.

Evaluation is weighted 50 points for respondent's approach to meeting specifications, 10 points for lead time, and 40 points for pricing. If discussions are conducted, weighting shifts to 60 points for revised approach and lead time and 40 points for revised pricing. TxDOT reserves the right to conduct discussions and negotiations with highest-scoring respondents and may request Best and Final Offers. Vendors failing Vendor Performance Report evaluation below 'C' grade, under a Corrective Action Plan, with repeated negative performance reports, or with purchase orders cancelled or terminated for non-performance within the previous twelve months will fail evaluation.

Delivery must occur between 8:00 AM and 5:00 PM Monday through Thursday, excluding state and federal holidays. Tentative contract award date is July 24, 2026. Submissions must be made through the Euna Procurement system at https://txdot.bonfirehub.com/ and include required sections: Bid Table, Execution of Offer, Texas Family Code Schedule, Acknowledgement of Addenda if applicable, Compliance with Specification, Assumptions Schedule, and Exceptions Schedule. Primary TxDOT contact is Sandi Pincock, CTCD, at Sandi.Pincock@txdot.gov or 903-510-9231.
