About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, acting on behalf of the Department of Inland Fisheries & Wildlife, is requesting quotations for cedar fencing replacement at Maine Wildlife Park in Gray, Maine, with quotations due February 27, 2023, and a mandatory pre-bid site tour on February 21 at 9:00 a.m.
The project scope covers replacement of approximately 3,600 linear feet of existing cedar rail fencing: 1,920 linear feet of three-rail cedar fencing and 1,680 linear feet of two-rail cedar fencing. The contractor must supply all materials, tools, equipment, labor, transportation, supervision, and removal/demolition services. Quotations must include complete unit pricing, a detailed quote specifying cedar fencing description, linear feet, number of posts, warranty information, and estimated calendar days to completion. The contractor must complete the project by April 14, 2023, ideally before the park's opening season.
Quotations are submitted through the State's Vendor Self Service electronic procurement system by 4:00 p.m. Eastern Standard Time on February 27. Required documentation includes a completed Bid Cover Page, Debarment Form, audit report if electronically signed, and detailed quote on company letterhead. Questions are due no later than two business days prior to closure through the VSS Q&A system. The mandatory pre-bid site tour on February 21 is the sole opportunity for project visits; no additional site visits are permitted.
Payment is made upon project completion, inspection, and approval by Department of Inland Fisheries & Wildlife personnel; if work is deemed unacceptable, payment is withheld until corrections meet specified standards. Payment terms are net 30 upon receipt of accurate invoices referencing the State contract number and supporting documentation. The State is exempt from federal, state, and local taxes and requests quotations without tax inclusion. The State reserves the right to reject the lowest-cost bidder if that bidder has documented poor performance or a contract terminated or not renewed within the past five years.
