About this opportunity
The California Department of General Services on behalf of the California Department of Corrections and Rehabilitation is soliciting proposals for an agricultural ground lease at Wasco State Prison covering approximately 353.4 acres, with proposals due October 2, 2026 and a mandatory site walkthrough on September 22 at 1:00 p.m.
Bidders must submit a Sustainable Land Management Plan addressing management of all open space, including weed abatement for fire control and mosquito abatement. Approximately 273 acres are designated for cultivation, rotation, and harvest of sellable fodder crops; bidders need not lease the entire open space but must identify how they will manage all designated areas to eliminate State maintenance costs. Irrigation water is sourced from recycled effluent; the State does not guarantee availability, quality, or quantity. Bidders must obtain all necessary permits, provide and maintain equipment, comply with California Regional Water Quality Control Board regulations, and bear all operational and restoration costs.
All bidders must demonstrate liquid financial capacity of at least $10,000 via letter of credit or bank statement and clear a security background check. The lease term is negotiable for up to twenty years, with an initial five-year term and three optional five-year renewals commencing on or about October 15, 2026. Rent is negotiable based on fair market value, payable quarterly in advance with three percent annual increases. Either party may terminate for cause with thirty days' notice; the State reserves the right to terminate without cause, considering the lessee's crop activities.
Evaluation is weighted across a 1,000-point scale: business plan quality and SLMP detail (600 points), financial documentation (100 points), qualifications (100 points), proposal clarity and organization (100 points), and legal and contact sheet completeness (100 points combined). Bidders must RSVP for the September 22 walkthrough and submit security clearance forms by September 17 at 4:00 p.m. The Q&A period runs September 22–25, with written responses available September 30.
Opportunity text
The California Department of General Services (DGS) on the behalf of the California Department of Corrections and Rehabilitation (CDCR), collectively referred to as ¿State¿, welcomes farming and land management lease proposals for approximately 353.4 acres at Wasco State Prison (WSP). The CDCR identified State-owned land available for farming activities at WSP. The current land use includes a farming operation utilizing approximately 273 acres to grow, rotate, maintain, and harvest sellable fodder crops. The WSP land available for farming is identified in ¿Attachment A¿ (WSP Farmable Land). This opportunity requires Bidders to submit a ¿Sustainable Land Management Plan¿ (SLMP), the terms of which are negotiable provided the plan includes farming and land management activities on all WSP open space, identified in ¿Attachment B¿ (WSP Open Space). Bidders are not required to lease the WSP Open Space in its entirety, but the SLMP must identify WSP Open Space as being managed and maintained by the Lessee. A Bidder will be considered a ¿Qualified Bidder¿ after meeting all the Bidder requirements outlined in this RFP including, but not limited to, following instructions for submission, meeting established timelines, clearing a security background check, attending the mandatory walkthrough, and providing a SLMP that identifies how the Lessee will: 1) manage the WSP Open Space in its entirety to eliminate maintenance and weed abatement costs for CDCR; and 2) Identify the Lessee¿s plan to grow, rotate, maintain, and harvest sellable fodder crops. Irrigation water is sourced by WSP recycled effluent disposal. The State does not guarantee water availability, quality, or quantity. The State requires the Lessee to provide comprehensive, sustainable land management, and maintenance. Land management shall include weed abatement for fire control and mosquito abatement on all WSP Open Space, whether farmed, grazed, vacant, leased, or not leased.
