About this opportunity
Dane County is soliciting applications from public or private non-profit agencies to operate a Tenant Based Rental Assistance (TBRA) program under the Home Investment Partnership (HOME) Program. The procurement seeks an organization to provide rental subsidies to low-income households, with a focus on covering the difference between a household's contribution and the HOME Rent Standard. Eligible applicants must complete the Vendor Questionnaire/CDBG application in its entirety and sign the Signature Power Form. The evaluation criteria include six key areas: National Objective-Need and Justification (30 points), Project Approach (30 points), Experience and Qualifications (15 points), Financial Information (15 points), Past Performance (5 points), and Partnerships (5 points). The RFP #2023-RFP-051PR was released on May 1, 2023, with proposals due by June 30, 2023, at 2:00 pm CST. The contract is anticipated to start in the first quarter of 2024, with potential oral presentations for invited vendors expected in the last two weeks of August 2023.
Eligible organizations must serve participating municipalities within the Dane County Urban County Consortium, which includes 55 municipalities as of October 1, 2022. The program targets households with gross annual incomes at or below 60 percent of the area median income. Participating organizations must comply with HOME TBRA Program Standards, including marketing the program, conducting intake and income eligibility determinations, ensuring housing quality standards, and managing housing assistance contracts. Eligible expenses include rental assistance, security deposit payments (maximum of two months' rent), unit inspections, and income eligibility determination costs. The county estimates up to $600,000 in HOME funds available for distribution among several HOME categories, with this TBRA program being one of them. Assisted units must be located in participating Dane County municipalities and meet Section 8 Housing Quality Standards. Rental assistance can be provided for up to twelve months and may be renewed based on fund availability and continued eligibility.
