The Town of Hamden, Connecticut is requesting proposals for a CDBG Residential Rehabilitation Program Inspector under RFP 2704, with sealed proposals due October 6, 2026 at 11:00 a.m. EDT and written questions due September 29, 2026 at 12:00 p.m. The position is funded by the U.S. Department of Housing and Urban Development and subject to Davis-Bacon Act prevailing wage rates and Connecticut prevailing wage law compliance.

The scope includes interior and exterior property inspections of 1–4 family dwellings; preparation of detailed inspection reports within one week of request; development of detailed specifications with cost estimates within one week; coordination with Town staff and property owners; periodic inspections with contractors; and provision of housing and building code expertise in compliance with Connecticut Architectural Standards and CDBG requirements.

The Town requires good faith efforts to utilize minority business enterprises (MBEs) and small business enterprises (SBEs) as subcontractors, with spending allocation goals to be determined by the Town. Responders must hold all applicable licenses and demonstrate no conflict of interest involving elected or appointed Town officials or their immediate family members.

Evaluation criteria emphasize the firm's knowledge and experience with Hamden's Building and Housing Code, sample inspection reports and detailed specifications from the past year, and capacity to provide services. Contractors must maintain comprehensive insurance including workers' compensation, commercial general liability with minimum limits of $1 million per occurrence, business automobile liability, and professional liability of $3 million. Submissions must include one original, three hard copies, and one flash drive, directed to the Finance Office, Hamden Government Center, 2750 Dixwell Avenue, Hamden, CT 06518.
