About this opportunity

Dane County is soliciting applications for a Community Development Block Grant (CDBG) Public Services program targeting low-and-moderate income residents within the Dane County Urban County Consortium. The procurement seeks organizations to operate programs focusing on homeless prevention, emergency assistance, case management, transportation, and job training assistance. Eligible applicants must complete a comprehensive Vendor Questionnaire/RFP application and sign a Signature Power Form, with failure to do so potentially rendering the application ineligible. The evaluation criteria encompasses seven key areas: National Objective (30 points), Project Approach (30 points), Experience and Qualifications (15 points), Financial Information (15 points), Partnerships (5 points), Shovel-Ready Status (5 points), and Past Performance (5 points), totaling 105 possible points. The RFP was released on April 17, 2024, with a vendor conference scheduled for April 25, 2024, and final responses due by May 31, 2024, at 2:00 pm. Proposals will be assessed on their ability to meet HUD national objectives, demonstrate community need, and provide clear documentation of service delivery to targeted populations.

The procurement is specifically open to non-profit agencies with 501(c)(3) designation, units of local government, and related agencies such as school districts and libraries. The funding has specific restrictions, with Dane County able to allocate up to 15% of its CDBG grant funds (approximately $150,000) to public service projects, intending to fund multiple agencies. The minimum request amount is $5,000, and the maximum is $50,000, with funds expected to be available for reimbursement in April 2025. The program covers 55 participating municipalities in the Dane County Urban County Consortium, excluding three municipalities (Town of Dane, City of Edgerton, and Village of Mazomanie). Projects must ensure that at least 51% of persons served are low and moderate-income, and funding can cover labor, supplies, materials, facility operations, and maintenance. The contract term will run from the date of award through project completion, with a clear emphasis on providing quantifiable increases in public services or introducing new services to benefit the target population.
